Most of the elites are educated outside the country so yeah, they can. Kim Jongun was educated in Switzerland at an International School, for example.

Despite UN sanction, NK has no problem to attain what they want or sell what they wanna sell with little difficulty. I wonder who is their third party seller ?

유엔 제재에도 불구하고 북한은 필요한 물자 얻는제 문제가 없어보여요. 누가 제3 판매자인지 궁금해지네요.

China most prolly. I don't think Dior can ship directly to NK, so it's prolly bought in China and then brought back to NK.

(윗댓글에) 아마도 대부분 중국에서 가져오겠죠. 크리스찬디올이 북한에 바로 물건배송했을 것 같진 않고요. 아마도 중국에서 구매해서 북한으로 보냈을거에요.
